Before I go any further let me stress that this is a lighthearted comment which I hope will bring a chuckle to everybody, no matter what side of the PvP and pirating argument you support. Those of you who recognize the source of my Characters name will know full well where I ripped this idea from, and can attest to this being a system that works.<grins>
Seeing as the Governments of Eve appear unable to counter fully the threat posed by Moo, and other pirate groups, then perahps the logical thing to do. Is put Moo in charge of policing Eve space.
How it will work, is that Moo will have a pir...., sorry agent, in each system. It's upto each player based in that system to make an appointment with their local 'friendly moo agent' to set a convienent time and place for their, say, monthly mugg..., damn! Sorry again. Monthly 'exess cargo and fund removel service'. After all. We all know what a bugger all this cash and cargo can be when it builds up.
Services could be layered, with a basic service being a straight removal of cargo and funds upto a standard level. Enhanced services could include higher amounts of exess cargo/fund removel, but would reward the 'customers' with a loyalty scheme of some sort, say free access through normally closed moo space for a limited period. Also it would be a usefull way of getting rid of those 'junkers'(Old ships) you have rotting away in the back of your hanger, though I'm sure that they would have to be an extra charge for this 'additional' service.
In return, the 'friendly local Moo agent' would give you a security mark, which means that when you are about your travels, you can produce your mark to any other 'friendly moo agent' who can then instantly see that you have had a regular 'seeing too' and let you go on your way, without further 'contribution' needing to be made.
Obviously. It will be upto Moo to ensure that other freelance 'exess cargo/fund collectors' are erradicated from the Eve system.
Thus everybody goes away happy. Moo make money and others can go about their day to day business free from the worries of undue 'exess cargo/funds' collecting.
